Hello, my name is Elizabeth Corinth. I am a ward 6 resident and the parent of three DCPS students at School-Within-School @ Goding, where I currently serve as the LSAT chair. As we prepare the DCPS budget allocations for FY24, we urgently need to address the insufficiency of the baseline budgets that schools receive. 

I challenge you to find a DCPS school that feels that its baseline budget allocation is truly sufficient for its baseline operations. I challenge you to find a DCPS school that didn't find itself using one-time stabilization or recovery funds for expenses that are ongoing and part of its baseline operations in FY23. I challenge you to find a DCPS school that felt it had enough left over to adequately address the true specific and extraordinary recovery needs brought about by the pandemic. And I challenge you to find a DCPS school that is not deeply worried about what it will do next year when some of these one-time funds are no longer available.

We are a rich city, we are so fortunate and this is a huge budget to ensure gets spent in the best way.

The executive has control and responsibility for the DCPS schools. Choice in the DC education landscape is a compliment to the DCPS neighborhood schools of right. This has been stated verbally and in writing by the DME

In this context we would hope to see an Operating and Capital Plan that reflected the importance of investing in and maintaining the DCPS core system of quality neighborhood schools along with the DCPS options. This requires planning and engagement that looks at decisions through a number of different lenses. This is articulated here from C4DC.

Reforming DC’s education system is an urgent matter of racial justice

Over the past year, events have forced Americans to grapple with the legacy of white supremacy, policies of racial segregation and subjugation, and the systems that perpetuate racially inequitable access to resources and investment. These same issues have sparked a racial justice movement here in the District to push for reimagined systems that promote equity. It is a powerful call to give all communities — regardless of position, wealth or influence — agency over the decisions that impact them the most. Public education is one field where the severe inequality and imbalance of power show up particularly clearly; equally clear is that taking action now could have a lasting beneficial impact.

It is the responsibility of the Council, not the PCSB to “safeguard funds, ensure positive outcomes for students, and provide for an efficient closure or asset acquisition”—the stated purpose of the Closure Amendment. The PCSB should have a role in this, but this proposed amendment is over-reach for PCSB and should be a worry to charters and to the public.
